How are the sheets matched?
By the sheet number printed on each drawing, when it can be read; otherwise by page order. You can correct any pairing before comparing.
What is in the change report?
A cover summary listing every sheet with how many changes it has, then each changed sheet with removed items in red, added items in blue and each change clouded and numbered. Sheets that were added or dropped from the set are listed too.
